  Latthe Education Society Sangli.  
 

The Latthe Education Society was established on 13th June 1951, with the aim of widespread of education. At present there are 34 branches from K.G. to P.G. level educational courses. Ganpatrao Arwade College of Commerce is one of the important branches of  L.E.S. It was opened on 16th May 1970. Presently the college is housed in the spacious three storened building of its own. It is over flowing with the students Junior, Senior and Post Graduate classes. Our college has proved a milestone in imparting quality education in southern Maharashtra.

 
 

Aims and objects :
The aims and objects for which this Society is formed are as under :
a) To establish schools, colleges, Hostels and different educational institutions and to arrange for the study of Jain Philosophy, Jain Literature, Jain Scriptures, Shraman Culture and also along with those all types of educational facilities and also encourage such education and spread same.
b) To establish the co-operative society and to run the same for the benefit of aforementioned educational institutions their employees and the students as may be necessary and also to establish and run social economical industrial, medical, cultural, agricultural, research, higher educational, technical educational, professional educational institutions;
For the fulfillment of aforementioned aims and objects to make available necessary funds and finance to operate different commercial and industrial projects.
(1) Members : There shall be following categories of the members of the society.
1. The founder member
2. Wealthy Donor member
3. Benefactor members
4. Patron members
5. Members
6. Co-operative members
7. Ordinary members
8. Life members
9. Honorable members
1) Founder member :
" Dakshin Bharat Jain Sabha, Sangli and Jain Mahilaashram ( Shrvika Ashram ), Sangli have established this society by financial help and also giving sum of this institutions as such these two institutions are designated as " Founder Members ".
2) Wealthy Donors :
If an amount of Rs.1,00,000/- (Rs. One Lakh only ) or more is received by way of donation to the society from a person or a registered institution and the same is approved by the society such person or representative or such institution shall be known as " Wealthy Donor Member " of the Society. However, the maximum number of member shall be upto thirty of which half shall be institutional members and half shall be individual members. All these Wealthy Donar members shall be permanent Governing Council member.
3) Benefactor members :
If an amount of Rs.10,000/- ( Rs. Ten thousand ) or more of donation is paid to Society, by a person or a Registered Institution and approved by the Society such person or Institution will be Known as " Benefactor Member ".
4) Patron members :
If an amount of Rs.5,000/- ( Rs. Five thousand only ) or more of donation is paid to Society, by a person or a Registered Institution and approved by the Society such person or Institution will be Known as " Patron Member ".
5) Members :
If an amount of Rs.3,000/- ( Rs. Three thousand only ) or more of donation is paid to Society, by a person or a Registered Institution and approved by the Society such person or Institution will be Known as " Member ".
6) Co-operative members :
If an amount of Rs.2,000/- ( Rs. Two thousand only ) or more of donation is paid to Society, by a person or a Registered Institution and approved by the Society such person or Institution will be Known as " Co-operative Member ".

7) Ordinary Members :
If an amount of Rs. 1000/- ( Rs. One thousand only ) or more of donation is paid to society by a person or a registered institution and approved by the society such person or institution will be known as " Ordinary Member ".

8) Life members :
On the recommendation of Board of the Life members any person having minimum educational qualification of graduation of an Indian or Foreign University and other required qualifications prescribed from time to time and the society having so accepted such person shall be known as "Life Member". However, before he/she qualifies himself / herself to become the Life member he/she must give an undertaking in writing to the effect that he / she well work in any of the branches of the Sanstha for at least 20 years or upto his / her age of fifty eight.

9) Honorary Members :

Any renowned person having earned the name in the spread of the education or a person having special merit in education field or any worthy person in important field and such person being ready to render services without any remuneration and such person having been so accepted by the society shall be known as " Honorary Members ".

Henceforth a person or an institution desiring to become member shall have to pay the donation as set herein above and thereafter apply for the membership of society. Such person or institution shall be admitter to membership only after, the approval of managing council of the society. Further, any member of any class of the society or any member so nominated or appointed on any of the committees by the managing council and such member doing any act against the interest of the society or such branch and whose conduct is found to be objectionable an inquiry committee shall be constituted in joint meeting of the managing council and governing council and such inquiry committee report shall be placed before the General Body. Any member of any class of the society if found having committed any act against the interest of the society or whose conduct has been found to objectionable, the General Body shall have power to cancel the membership of such person after such inquiry.

2) The Society shall be non-political and the society shall devote itself to all types of educational activities including the studies of Jain Scriputers, Literature, Philosophy and Shrman Sanskriti.

3) Every member shall have one vote while functioning on various committee's of the society.

 
 

          
The work of the society shall be managed by the following committees.

 
  1) Governing Council
2) Managing Council
3) Life Member Committee
4) General Body
5) Board of Trustees
6) Executive Committee

And sub committees appointed by the Executive Committee. d sub committees appointed by the Executive Committee.
 
 

1) Governing Council :-
The following shall be the members of the Governing Council.
(a) Three founder members of which two persons duly nominated by Managing Council      of Dakshin Bharat Jain Sabha and one person duly nominated by the Managing      Council of Jain Mahila Ashram (Shravikashram), shall be members at the time of      (Constitution of) Governing Council.
(b) All the wealthy Donors or their representative shall be life long members.
(c) Three members appointed by the retiring Managing Council on the New Managing      Council.
(d) The Members herein above mentioned shall get Three Members Coopted as 'Co-opt'      Members' for as per the requirement and for the required period.
(e) Except the category (b), hereinabove mentioned, in all there shall be 9 members in      the Governing Council, as the number of life long members is likely to increase, from      time to time.

The Duties of Governing Council :-
(a) The General supervision to give direction and keep control on the working of the      society.
(b) To approve budgets of all the branches of the society as recommended by the      Managing Council.
(c) To take a final decision on any matter forwarded by any person or any committee of      the society and such decision shall be deemed as final.
(d) To ratify and approve constitutions of the committees or sub-committees appointed      by the Managing Council.
(e) The Governing Council shall elect its President. The President of the Governing      Council shall be functioning as the Chairman of the General Body.
(f) The Governing Council shall appoint one of its members as the Secretary of      Governing Council and one member as the Treasurer. They shall function as the      Honorary Secretary and Treasurer of the Managing Council and the Society. In      addition as and when required one of the Life Members shall be appointed as the      Joint Secretary.
(g) At least three meetings of the Governing Council be held in a year.
(h) The Governing Council shall function on vote of majority.
(i)  The quorum of the council shall be 1/3 of the members (of the council).
(j)  To achieve the objects (1) to get donations and (2) to construct buildings.
(k) The Governing Council has the power to call the minutes of different committees and      sub committees and send the same for reconsideration.

2) Managing Council :-
The maximum number of 21 members of the Managing Council shall be elected in the manner provided herein-below :-
1) (a) Two members to be elected by Dakshin Bharat Jain Sabha as per rule 5 (1A)          herein.
    (b) One member to be elected by Jain Mahilashram (Shravikashram), Sangli as per          rule 5 *1A) herein -
    (c) The above members shall (also) be the members of the Governing Council.
2) Not more than five Wealthy Donor members appointed by the Governing Council from     to time.
3) One member to be elected from amongst the Benefactor Members from their own     category.
4) One member to be elected from the Patron Members from their own category.
5) One member to be elected from amongst the 'Members' members from their own     category.
6) One member to be elected from amongst the 'Co-operative Member' from their own     category.
7) One member to be elected from against the 'Ordinary Members' from their own     category.
8) Two members to be elected from amongst the life member's category and who are     from the institutions under the Society.
9) One member to be elected from amongst the 'Honorable Member' from their own     category.
10) Three members are to be elected by the retiring Managing Council.
11) One Principal of the colleges run by the Society and affiliated to the University and            one of the heads of the High Schools, Technical Branches / Institutions, thus two heads      of the Society, for one year by rotation, shall be members.

The Powers and the Functions of the Managing Council :-
1) There shall be minimum 15 and maximum 21 members of the Managing Council.
2) There shall be at least 6 meetings of the Managing Council in a year and there shall      not be a gap of more than two months between two meetings.
3) There shall be quorum of 1/3 for the meeting.
4) The Managing Council shall be elected every five years in the manner determined by     Managing Council.
5) The election results shall be declared within three days after the election, (Voting).
6) The first Managing Council shall meet within 21 days after the declaration of the     results of election and the office bearers, committees, sub-committees shall be     appointed therein and also under its directions rules shall be framed far the working     and the future schemes shall be planned.

The Office bearers :-
(1) The Chairman of the Council
(2) Vice-Chairman of the Council
(3) The Honorary Secretary
(4) The Treasurer
(5) Joint Secretary.
(6) The Honorary Secretary and Treasurer appointed by the Governing Council shall      function as the Honorary Secretary and Treasurer of this Council,

The members of the Managing Council and all the members of the other committees and sub-committee, or of local managing committee or other committees remaining absent without prior intimation for three consecutive meetings, their membership of such committees and sub-committees shall be deemed to have been cancelled.
(7) To appoint different advisory committees for the institutions under the management      of the society.
(8) The existing Managing Council shall continue to function till the new managing       committee is properly elected.
(9) The Managing Council shall decide all the matters by majority.
(10) In absence of the Chairman, the Vice-chairman and in his absence, one of the        member selected by the members present shall preside over the meeting.
(11) If one or more vacancies occurring, in the Managing Council, such vacancies shall        be filled up by the Managing Council, by co-opting, till next election.
(12) Any illegality or in-eligibility in the appointment or election of any person, shall not        render the resolutions or work of the council invalid, when such person is the        member or chairman of the council, provided majority of the members participating        in such meetings, proceedings are eligible.
(13) The Secretary shall issue seven days clear notice alongwith the list of agenda of the        matters to be placed before the committee, before the meeting. However, in special        circumstances, the Chairman of the Managing Council, shall take decision, by        circular meeting.
(14) The notice period mentioned in rule 10 (13) above can be reduced in the discretion        of the President of the Society, for emergent reasons, in special circumstances.
(15) The old Managing Council shall continue to function beyond its tenure, till the New        Managing Committee is appointed or elected, irrespective of the binding provisions        herein above contained.
(16) If there by any dispute about the election the Governing Council will give its final        verdict on it.
(17) To keep strict overall control over all the institutions of the Society.
(18) A sub-committee shall be appointed by Managing Council, to appoint servants of the        society and institutions under it. This sub-committee shall be known as staff        selection committee, and the Managing Council shall approve the recommendations        of the said sub-committee.
(19) At the beginning of every academic year, the budgets of all the institutions shall be        called, considered and shall be forwarded to the Governing Council, with        recommendations, for approval.
(20) Whenever felt necessary to forward the amendments, change, alterations,        cancellations or increase in the sub-rules under these rules, with recommendations,        alongwith reasons, so the Governing Council.
(21) To make recommendations alongwith full reasons thereto, to the Governing Council,        in respect of the current expenditures to be made from the Corpus Funds.
(22) To appoint any person or representative of committee to look into the working of        any institution under the society, to take appropriate decision after considering their        report and or recommendations.
(23) To send annual accounts Balance Sheet and Annual report to the members and to        publish the same.
(24) To take disciplinary actions against all the servants of the society, in respect of their        misconduct, negligence in work, in discipline, breach of the rules of the constitution        about their service and inflict punishment wherever necessary.
(25) The Managing Committee has the full power to dissolve any local managing        committee or any institution under it and to appoint a new committee. All these        committees are advisory in nature and their reports are recommendatory type.
(26) In respect of all the educational matters, the supreme powers vest with the life        member committee.

  3) Life Member Committee :-
1) The Life Member Committee shall make its rules and sub-rules and shall forward to     Managing Committee and get the same approved by Governing Council.
2) In respect of all the educational matters, supreme powers shall vest with the life         members committee.
3) To prepare the budgets and accounts of all the branches of the society (institutions run by     society) and forward the same to the Managing Council.
4) To make recommendations to the managing committee in respect of the provisions,     educational matters, and of staff requirements for the society and the institutions under it.
 
   
 

4) The General Body :-
1) Except the Honorable members, the members of all other categories shall be the     members of the General Body.
2) The Secretary of the Managing Council shall call the meeting of the general Body once     in a year.
3) The progress report of the society shall be placed before the general body.
4) The president of the Governing Council shall preside over the meeting and be the     Chairman of this body.
5) There shall be quorum of 25 members for General Body.
6) If the meeting adjourned for want for quorum the Chairman of the Body shall wait for     30 minutes and shall transact the business and take decision. There is no need of the     quorum for the adjourned meeting. The notice period for General Body is 14 days.

Special General Meeting :-
1) On the written request of 1/3 members of the society, and for special reasons, the     Secretary of the Managing Committee shall convene the Special General Meeting.
2) Only those matters shall be considered in such meeting for which such meeting is     convened.
3) There shall be 7 days notice for the Special General Meeting.
4) The Chairman of the General Body shall be the Chairman of this Meeting.
5) For such Special General meeting there shall be quorum of 1/3rd of the members of     the society is necessary.
5) (A) The Managing Committee after it is elected shall appoint a Board of Trustees of           not more than five and not less than three members of the Society for the           purpose of protecting the interest of the society. This Board of trustees shall be           become the owner of all the movable and immovable properties of the society.                     Without the consent of this Board, no property shall be sold or leased or transferred.           Similarly it shall also become owner of corpus fund, provident fund, and gratuity funds           and these cannot be paid without the consent of the Board.
    (B) The tenure of such Board of Trustees so appointed shall be five years. The           Managing Council shall fill the vacancies caused by death resentment (non-           consent, or by disabilities).
    (C) The Board of Trustees are authorised to raise loans on the security of the           movable and immovable properties of the society from any bank, institution or           person whenever so required.

 
   
  6) The Executive Committee :-
The following shall be members of the Executive Committee :-
1) The Chairman of the Managing Council,
2) The vice-Chairman,
3) The Honorary Secretary,
4) Treasurer,
5) Chairman Trustee Committee,
6) One member each appointed by the Managing Council and Governing Council, from     amongst themselves,
 
   
  7) Joint Secretary :-
The Executive Committee shall function by majority vote. The Executive Committee shall meet once in a week. This committee shall supervise day to day working of the Society. The decisions of Executive Committee shall be subject to the approval of Managing Council.
